Vic was the Power Man with White Tiger in Mighty Avengers by Al Ewing, alongside Luke, She-Hulk, Blue Marvel and Monic Rambeau. Vic looks more like that character in the picture, than Luke does. and, yes, @JLordVileJ Vic is the one who uses chi and that is Sam Alexander, not Richard Rider.
