Champions of Fortune question about progression locked rewards

The announcement states "Threat Levels are not progression locked". My question is what about the rewards? I am CAV, and I think I can clear lvl 4 but will it just show me the lvl 4 rewards with a LOCK on them so I can only select lvl 3? This has happened to me recently. Does anyone know? Thanks all!
