Why threat level 5 solo objective is not showing in my account?? Please Help!

Why there is no threat level 5 solo objective in my account?! Please help I don't want to be a victim on this situation. It's new year I also want the rewards as others. I am at act 8.3.3 and I am not yet paragon only one r4 remaining. I read the solo objective is not progression locked. I am sharing a screen shot please help.

    Solo objective is progession based, the threat level itself is not. You can play threat level 5, but you won't have the objectives
