Champs In War Are Available In Content Now Right?

I honestly haven't bothered checking on this until now but I'm quite sure this was the case now right? My champs in war are still available for event quests ??
I know I'm not crazy. Wasn't this an update a while back when persistent placement came out? Well I just so happen to have stumbled on this today ... forgot I was wrapping up exploration earlier .. went in to pick some champs for a quick path run in War and those champs were all unavailable until I exiting the quest.
