Is there anything i'm missing beaucase i'm doing all the things that require the Vulnerability but doens't apply

Yes it does. Same as with Shang Chi’s regular abilities

Yes. There's a window in time when a Dodge or Parry will work; and a smaller window within that one where a Dodge or Parry will be perfect.
