Bug with Kate Bishop's dialed in passives

I have a 6r5 Kate Bishop over Sig100, however her dialed in passives aren't stacking beyond 3.
As you can see, her sig ability states that she gains an extra dialed in passive, and an additional one per 100 levels, however after testing her out in multiple gamemodes, it seems that this isnt working properly. Because my Kate Bishop is over sig100, she should be reaching 4, but in this clip you can clearly see that is stuck at just 3:
This might not appear very important, but the damage increase from these dialed in passives can make a huge difference in longer fights in content like necropolis, so hopefully this can be fixed soon.
