Bahamut Phase 2 issue

Trying to complete the 2nd Carina's challenge for the last Deathless Guillotine piece and can't get a radiation blast in Phase 2 to reflect. Using a heavy into the blast does nothing. I can get PARRY to show with a well timed block, but no reflection. Is this bugged right now? I'm just wasting resources at this point.

    Do you have a removal charge before trying to reflect it?
