Weird Side quest defenders

Idk if it’s just me or if I’m tweaking but I feel like the defenders in this months side quest are increasingly reluctant to use their special attack. I find myself having to spend a large portion of these fights simply bating specials to no avail. Anyone else notice this or am I going insane.

    It's not a privilege of SQ defenders only, passive AI is a known issue affecting all game modes.
