My opinion would be a bit bias here, as titania is my favorite champion in mcoc
in BG mode, i'd say titania is the better attacker. I have 7r3 titania (r2 will do the same most of the time, after sp3 it is basically over) and 6r5 ascended scorp. All i can say is, unlike scorp who have some wiggle room and will regen like a madman . She can't regen back to 100% but she will finish big fights much faster (sassy, chavez, rintrah ..., big healthpool) in like 50-60 seconds, which scorp struggled a lot.
Overall scorpion's triple debuff choice and immunity will give you more value
Photon on attack is so underrated. She counters regen, power gain, can parry non contacts, she counters miss, immunity to bleed, neutralize, power steal, she has unblockable specials.
Plus she is so enjoyable to use a rotation just feels right

Personally I am torn between scorpy and titania Not played photon, but have heard good things, is she really top science?

She's definitely a solid dual-threat champion, but she's not a candidate for 'best Science champ'.
Still, her damage is right up there - as it was Level Up day, I was playing around with some Science r3s this afternoon in RoL, and the timings were like this:
I was really impressed with Jessica's durability - with just a couple of points in Inequity she's taking almost no Damage on Special Attacks. She's also very solid on defense, unless you bring a Cleanse champion.
I was less impressed with Yellowjacket's damage - that's Awakened (only Sig 40) with a 4* Ant-Man relic; and he took a full minute longer than Sandman. He could definitely do with a second-look numbers buff.
