Mastery load out issue

Noticed since the mastery load out was added my Champs rating keeps changing even though I'm not switching loadout , I also don't have a loadout set in slot 2 or 3 , so my Champs just bounce between there base rating and my mastery 1 rating. Is this a known issue ?
