Relic rank up question (have a 1-2 and 2-3 gem)

Who would benefit the most? I mainly use them for combo extenders, and don't understand much about how they interact. For example, I have a r3 Silk and a r2 Hulk, but which relic is better for which champion? Do they provide much benefit? The only relic I've invested in on purpose was maxing my 5* duped venom one for my 7 *Venom.

And I know that it depends on what champions I have, so just assume I have all of them (which I obviously don't). Thanks. I don't really care so I'll just rank up whoever people tell me too.

    If you have a maxed hulking or cgr I’d go Thor. Or juggs for juggs.

    Juggs, Hulk, and Thor are all great. Depends on who you have ranked up too
