If I took 7* shocker to r3 with a tech gem from 8.4 when the rank down tickets come do I get 3 t4a and the cats

    If you took him up after the announcement, you won't get an RDT. If you took him up before, you'll get an RDT and generic/class l materials instead of the gem.
