Evening forum.
I've been considering rank 5'ing Vulture - no, I'll not be spending this post justifying my sanity (that's for a video later!), but before I pull the trigger, I've done some testing with my 4 star variant to make sure I'm making an informed decision, regardless of whether it's the correct one!
Vulture's passive ability states; "while the opponent is incinerated, Vulture gains 0.89-1.98% MAX POWER every 0.5 seconds" - this is evidenced in the screenshot below.

Now, you will notice in the following screenshot, at max Sig, the passive actually ends up stating it's a gain of 2.47% power per 0.5 seconds.

Through testing, it would appear that what actually occurs is you gain the given percentage of a BAR OF POWER, rather than maximum power, as stated. I have video of this which unfortunately isn't something I can attach to the post immediately.
Now, if it was working as described, you'd almost have the power for a special 1 simply by performing a single Dex (2.47% per 0.5 seconds is basically 5% power per second, meaning just shy of 25% of max power). If you were to perform his Special 3, and inflict the stated 20 second incinerate debuff, this would equate to a full 3 bars of passive power gain over 20 seconds (remember, 5% per second AS DESCRIBED, multiplied by 20).
Initially I'm not trying to suggest the ability as described is balanced (although in the current state of the game, it actually might be), but that's how it's written, and it's absolutely not what is happening - could this be looked into? It's the biggest selling point of his awakened ability for me, and the only aspect that scales with Sig.
For the record, I very likely will still be r5'ing him and making some kind of video thereafter, I think he can hold down some very relevant key matchups (including the incoming Teenage Warhead). I feel like most of the game is balanced around War and BG's, and I don't feel like implementing his ability as described wouldn't have a negative effect on either, although I do respect it's a fairly large power gain for someone with a lot of other utility packed into their kit.
