SHOCK doesn't Trigger Willpower

    I think shock is considered a passive damage source, not a debuff. (It is why Ultron does not heal from it)

    Shock is a debuff and willpower should work with it. Probably a bug.
    But I saw in the 13.0 patch notes that shock was changed to be an energy damage. Don't know if that has anything to do about it

    I just checked and Electro's static shock is considered to be energy damage, and I know that does not trigger willpower. So it looks like when shock was changed to energy damage it no longer triggered willpower.

    Static shock and shock are 2 different things. Shock is still a debuff since enemies can still shrug it off.
    It must be a bug or some kind of thing. Anyway, we need a MOD to confirm it
