Infinite invisible stagger with juggernaut

Applied stagger with juggernaut heavy attack, but instead of nullifying 2 buffs like I would expect it makes the enemy completely unable to use buffs for the rest of the fight. I think it may not stagger types of buffs that haven’t been “true” staggered yet, although I haven’t tested it super extensively. It works the same in story and eq and side quests.
