About prowess stat focus

hey guys, i wanna ask something about the prowess stat focus. So when a champion throw a special, given that +8% special damage. Is it acting like a prowess and increase the base damage of special (Effects like DoT won't get any bonus damage from it), or is it getting 8% more damage but also affect the DoT damage ?

    I believe its just specials so effects from specials might not be boosted
