Overseer’s Awakened Ability?

I recently got my 7 star up to sig 80 and thought I would start trying to use him since the burst damage on the heavy and specials is better at high sig. I noticed that he doesn’t start with one gamma charge though. I could’ve swore his awakened ability starts him off with one, but looking at it again it doesn’t say anything about it. Does anyone know if this is a bug, or am I just misremembering?
