AQ modifiers question

As a new officer, I’m trying to understand the value in the modifiers. It doesn’t seem like it significantly increases your point total. The honor rewards look outdated. In general, it seems like the best bang for your buck (level of effort and coordination) is 100% Map 6 for the raid tickets as there’s not a huge bump in glory generated.

Am I missing something?
