About 7* crystal shards

Hey guys,
So the more times I play this game, the more time I see newer accounts (conqueror, uncollected, etc.) having 7 stars in there roster. I was wondering if it was because of insane luck from paragon crystals or because there was an influx of 7 star shards during a specific event etc.. And if it is because of 7 star shards I was wondering if there is a strategy to gain an abundance of 7 star shards. As always, thanks guys!
