Bullseye vs cable

I don't know if it's intentional or not but cable doesn't degen bullseye like he does every one else, is it because they are instants. Needless to say I was trying to figure out which hits cause bleed as I need to apply a lot of debuffs lol bug found?

    You need to apply a debuff. Not an instant passive

    Yea cable doesn't work that way but OG storm will get her prowess. She's really great for him especially this GC meta. Dex to get bleeds which gives prowess. The buffs will give power with rich get richer node. Pretty easy to get to sp2 before he even gets a bar of power. Sub 30 second fights when fighting equal rank. It's really fun.
