Is there a bug with open alliance settings?

My alliance changed us from by request to open 3 and a half days ago after battleground rewards when some members stepped down for various commitments. We haven't had a single person join. Usually as soon as we are open we have to be ready to sift through many level 5 or so players.
Something seems very off with no new joiners in 3.5 days
