Double Track / Beta Ray Bill Tokens

I’ve never bought the platinum pass for the double track and I don’t know how the Beta Ray Bill tokens work. I’m all caught up on the points but I just bought the platinum pass and have only used the gold boosters. Are the platinum boosters needed to get Beta Ray Bill?
I know there’s still two more passes to buy, I just have no clue how this fully works.
