Silver Surfer and his Shock debuff Immunity

So SS takes -100% damage from shock debuffs. Great.
Shouldn't he be able to prevent damage from passive debuff as well?
Why make 2 scales? He should not get damage. Period.

    I'm pretty sure he came out before passive DOT was a thing so I can see why he doesn't have the damage reduction.

    This would be a nice tune up for him tho🙏
