What progression level do you have to be to get 7* beta ray bill?

So, it looks like I might be able to get that last piece from the double track. The problem is, I'm only thronebreaker. I'm assuming I won't be able to get the 7* (hopefully I can get the 6*), but has anything been confirmed yet? I didn't think I would be able to get beta ray bill so I haven't really been following anything related to him.
