Is Hyperion SP1 rng?

I'm using Hyperion against Gwenperion in the Crusible event, I'm spamming the sp1 to keep the incinerate up. Twice I've been close to 15% HP on Gwenperion and on those two occasions I thought I have her KO when I'm using sp1 before the timer runs out, but it doesn't increase the incinerate count up, as a result she's at 100% HP. I've reached a hit count of 725 with her.
Is Hyperion SP1 rng dependent?
