Is this an AI problem or a Mordo problem?

Whenever I hold heavy with mordo the opponent just never attacks me. Never.

I don't understand. I am using mordo on attack. The opponent doesn't attack.
That is my complaint.

I think it’s an ai issue. Mr negative runs into the same problem when charging heavy.
