Is this an AI problem or a Mordo problem?

Whenever I hold heavy with mordo the opponent just never attacks me. Never.

    Actually Mordo’s AI is passive on defense whenever he has power gain, not on attack

    I don't understand. I am using mordo on attack. The opponent doesn't attack.
    That is my complaint.
