Spiderman 2099 unable to dodge Serpent's specials

S99 and Silk don't need dex to dodge attacks. They even have the same description. Silk could dex Serpent's specials with true focus no problem but with S99 it says dex failed.
Btw Nightcrawler can dodge while QS also shows dex failed.
