R3 duped Red Skull or unduped Shocker (not Battlegrounds player)?

So should I R3 7* duped Red Skull sig 20 or unduped 7* Shocker?

I focus on EQ, Side Quests, AQ, and AW. Not a Battlegrounds player. Occasionally Incursions for rewards.

    Both are great. Have them both at r2 & I'm taking my unduped Red Skull to r3 next level up so that's my vote
