Understanding masteries

I've got questions regarding masteries. I should have asked this ages ago before unlocking and equipping but here I am.

Despair: Debuffs applied to enemies reduce their healing and regeneration effects by 15% each. Up to a max of 100%.

I've got 3/3 Despair and I was fighting Abs Man (practice, no nodes) using Sandman who had 30+ debuffs applied yet Abs Man was still healing. The mastery reads regeneration effects which would have me to believe any form of regen would be stopped, assuming there's no node preventing that, AAR or champion abilities which prevents it.

What am I missing here?

Inequity: Passively reduce enemy Attack by 6% for each debuff they are current suffering from, up to a maximum of 36% reduction.

1) Is this base attack or modified attack?
2) Do they need to be damaging debuffs, different debuffs or strictly active debuffs?
Very curious about this. In BGs I fought a same rank defender (before modified health & attack) and had 6+ debuffs applied (1 of which was a weakness debuff from Resonate mastery), ate a SP3 at full health and died. I get this is very possible but regardless it still had me wondering.

Resonate: Physical contact attack of your champions have a 16% chance to inflict a non-stacking weakness debuff that reduces enemy attack by 7% for 7 seconds.

1) Base attack or modified attack?
2) If Resonate is paired with Inequity could that be a total of 43% reduction in defender attack?

For your AbsMan question, my initial assumption is that he was doing a small amount of heal, which would come from them having the +15% regen increase mastery. That puts him at 115%, and despair can't go above 100% like you said.

Despair: any additional regen rate from a node or ability will bypass despair. If they have +50% regen rate, and full despair debuff on them, that's still 50% regen (base 100%-100%+50%).

    Inequity and resonate not sure.
