The reason Serpent is not balanced

He is a DLL champ, a designer who never misses, so for sure Serpent is a balanced champs, it doesn't matter if his mechanics are **** and there are very few counters to him in this game. DLL champs get free pass in balancing, looking at you Kate.

    That is the thing all his champs are overtuned in one way or other, Abs man was balanced maybe because he was his first champ.
