Is Shuri being wonky for anyone else in War?

She's a tactic Champ, but I've seen a few instances now where when she's applying shocks (debuffs, not passives), she isn't gaining tokens or whatever the tactic gives. The problem is, it's not consistent. Someone in my alliance tried her 3 times on a fight, and only one of the 3 fights saw her gaining tactic charges.

Has anyone else had any issues?

    Have u selected secutor as the attack tactic

    I dunno, she gets banned 99.99% of the time
