When will Superior Daily Special arrive?

Hello, just got a mail in which you guys mentioned about 400% increase on Daily Special and Superior Daily Special in which one can purchase Tier 4 Class Catalyst.
I can see the increment of 400% on store but cannot see Superior Daily Special anywhere in game store.
I am from Pakistan.
Is it something region related or something else?
When will I get those offers?
