Are these duped Champs worth leveling up?

So I have 11 4* Mutant Sig stones and 6 Cosmics and the only duped 4* Champs I have in those classes are Psylocke, Iceman and Angela. Iceman's sig is lvl 25 already and both Angela and Psylocke are lvl 5. Are Psylocke and Angela worth investing more sig stones in or do you guys feel I should save them for when I dupe out someone else of their Class? Is Iceman worth investing more sig stones in or should I just wait till I dupe him again?
