Look at any end game content and you won't see them. Look at things that low level players can access like solo crystals and they'll be there

Because the effort to program universal rewards so that they issue different rewards to players based on their level would be a pretty significant waste of time. It is easier from a game side to issue the rewards like they currently do and let them just expire in players stashes or let them sell them for a bit of gold.
