Unable to buy Summoners' Choice Crystal

Hello, for some reason I am unable to buy Summoners' Choice Crystal for 1$, tj. For 1€ since I live Europe, Montenegro. I've registered my debut card of course, on both Google play accounts, doesn't work, tried logging out of Google play, deleting all data and cache, signed in again, still doesn't work. Could've been that my country is the issue, and what should I do?
