Am I missing something or its Bugged ...?

Ran through couple matches in the new Off-Season Battlegrounds Meta and I noticed
that champions that are NOT #Secutor are inflicting Healblock or finishing fights with pretty decent score.
How ?
I'm not talking about champions that have heal block in their base kit.

If you had some matches you know the healing is NUTS on #Provocator champions...
I literally took away R3 Juggs, R3 BRB and Hulk from the deck because it just does not feel enough if you face
meta defense.

    Any champ who inflict 5 debuff is able to heal block. A titania defeated my man thing and red guardian defeated my abs man in 30 sec. Both are non tactic
