Does passive prowess effects not count for special connoisseur?

Fought Bounty Side Quest Week 3 with Sunspot,Apoc and Storm-X. Sunspot and Apoc both seem to not do full damage even with their prowess effect active. Only Storm-X did full damage with the prowess active. I lost 2 entries trying to beat that path.

    Special Connoisseur:
The Defender takes 90% reduced damage from all sources except Special Attacks activated while the Attacker has an active Prowess Effect.

I dont think I played the nodes wrong but around 2% damage from a 7* Sunspot with S2 is kinda mindblowing

There is a possibility that because Sunspot converts his flare state to prowess at the start of the sp2 it technically doesn't count since the special has to be activated while a Prowess is already on you. If you press the special attack button without a Prowess effect it probably doesn't count

Now that you say it like that it makes a lot of sense.

Sunspot doesn't work for special connoisseur. It has always been this way. He get prowess after launching his specials.

    Apoc should work fine tho.
