Paragon Stamp Card Selector

Might be a stupid question but the Paragon Stamp Card Selector is available to me despite being Thronebreaker, would I be able to get it and access it? There's no lock or anything. I just need to rank up one more 6* to r4 to get Paragon anyway, and that selector would really help. The hunter's market is going to be tuned to story progression and it opens in half an hour so I need to make a decision soon lol
