Were all summoners supposed to get this deal or just new summoners?

I noticed some people are getting these unit deals for Lv1-60 but how about those of us that are Lv 60 already?

Our deal goes from 61-70 and that could take years, if you offered the former deal for everyone, there would be many people buying that before banquet, myself included.

    Summoners less than level 60. But I think age of account has something to do with it as I didn’t receive it in my level 48 account that is 3 years old.

    Sure would be nice if this deal were available to all summoners that never got it.
