I finished act 8.3.6 boss cerastes and didn't get valiant title or I need to complete act 8.4.6 need help

There are two criteria for achieving Valiant. The first is completing story content through 8.3, and the second is taking two 7* champions to rank 3. Until you get those champions ranked, you won't get Valiant. "Easiest" way to get Valiant is to 100% Act 9.1 and all of Act 8, though it'll take time, or open up a bunch of SBCs (not recommended).

Yes, you need to get two 7* up to rank 3, then you will get Valiant.

My guy, you can click on the icon for your current progression and see what's needed. Valiant is-
Complete Book 2, Act 2, Chapter 3.
Have 2 R3 7*'s.

You have to have both of these. It's not one or the other like the lower progressions are.
