The reason is that ability accuracy has to check before immunity. You can’t be immune to something that never triggered in the first place
If namor tries to inflict a bleed against a bleed immune character, he instead gains one of his charges. The game first checks to see if the hit wins the roll for inflicting a bleed, then it checks to see if the opponent is bleed immune.
The exact same thing happens with neutralise versus buff immune. The neutralise doesn't technically punish the buff, it punishes the failed attempt to gain one. Titania still has to attempt to gain a buff in order to be immune to it, so neutralise still punishes her for trying to gain one and failing
