Loyalty crystal timer is way too long

Why is this almost 3 months in between allowed loyalty crystals? Especially if you are giving away so many as part of the new quest rewards? I still have 45 days to go before i can open another loyalty crystal. It's really fun getting prizes you cant use for 2 months.
