T3 Alpha trade on Sigil Store

I've seen someone advising to buy the 10 units catalysts bundle and trading the t3a for t4a on the sigil store, but I just took a look at the post about the store, and it looks like we will only be able to buy one t4a and the refresh time is 28(days??)
Is that right?
