Overseer bugged?

I don't use Overseer often, but the last few times I've used him in arena the last hit of his SP2 misses, and the defender counters immediately, even after the first part of the SP2 hits.

I did ask my ally, and one noted he faced Overseer in AQ, and the same thing happened there.
