You can't. Everyone is limited to one difficulty, whichever is the highest available for your progression.

I must have run it when it was bugged?
Cause i run multiple difficulties until I capped at 50k Mysterium after clearing the store.

I also did one threat level 4 path before exploring at threat 5. I thought they removed the limitations. After making some purchases in traders outpost all the difficulties got locked.

well when on launch you were able to go into every difficulty, until someone who shall not be named exposed our secret ( yk who you are 😒 )
