Jugs or shuri?

I have a genetic 2-3 gem that I’ve been sitting on for a little bit now and I don’t know who to use it on, I’m mostly debating between juggernaut and shuri but everyone is under consideration if you think I should do someone else, with epoch of pain coming out I want this rank up to be helpful for that. (Guardian, kushala, domino, photon, and destroyer are my current r3s if that influences anything)
