The reason we are giving here for 6* locking Herc is his ability to not die which is also true of Serpent and he is already a 7*. Not to mention, Serpent has a lot of other overpowered abilities.
We rarely see Herc in P2P content now with him disappearing from AW and BGs. He still dominates in quests and especially when you want the added protection from bugs/AI behaviour resulting in significant loss of health. Even there, Kabam has found several ways to release nodes that requires specific counters and you cant brute force with Herc.
I get why he is 6* locked because it restricts Kabam's ability to release content and nodes without specifically ensuring you cant Herc it. However, i dont think he would be as broken as people claim if he is released as a 7* at the end of thr 7* release (like Wolverine). The game has moved towards specific counters for nodes/defenders and generalists like Herc are not an auto in every match.

I have a 7* r3 serpent max sig and I'll say he's nowhere as busted as serpent on offense, solely because his death immunity is a fixed 8 seconds, and won't pause like here's one. The same reason hela and Punisher are balanced.

Shame that there are a lot of great skill options that haven't been released as a 7 star to make that pool better.
