Why is Bullseye bleeding on dex's in bg's?

After one parry he gets passive cruelty then after wards on each dex it does the instant bleed like before his nerf, but nothing shows why he gets the passive cruelty? Why is that

    No the nerf was not one hes sp1 but just normal fight
