Mid Tier 4* vs God Tier 3*

So am I right in assuming a Mid/Amazing Tier 4* is probably more viable then a 3* God Tier of the same/similar rating? I ask this becasue of the basic increases/difference in health, attack, and other things on a 4* compared to a 3*.

    It changes when we're talking about 4* Luke Cage and 3* starlord

    Yes a mid teir like Agent Venom (or even someone a bit worse like Vulture and or Falcon) vs a God tier 3* like say Archangel of the same rating.
