The alliance base tab has been in the alliance section of Contest for about 2 years now? What are they and why is it still there if it won’t be made?

    It's kind of a running joke at this point. They don't even acknowledge that the base tab is even THERE as far as I've seen. If they were to address or even remove it, that would mean that they are AWARE of their empty promises and they can't have that. Just like all those exciting new masteries that are "coming soon"(tm).
